Health & Safety states that of all reportable electrical accidents, 25% involve hand-held and portable appliances. The Electricity at Work Regulations place a legal responsibility on employers, employees and self-employed persons to comply with the regulations and take reasonably practicable steps to make sure that no danger results from the use of portable equipment.
This means, in effect, that a systematic and planned periodical program of maintenance, inspection and testing is carried out. The Health & Safety at Work Act (1974) places this obligation on employers where:
